The Access principle: the case for open access to research and scholarship / Willinsky, John. New Delhi: Viva Books, 2006

The great libraries of the past—from the fabled collection at Alexandria to the early public libraries of nineteenth-century America—stood as arguments for increasing access. In this book, the author describes the latest chapter in this ongoing story—online open access publishing by scholarly journals—and makes a case for open access as a public good.

Handbook for NGOs: an encyclopaedia for non-government organizations and voluntary agencies / Nabhi. New Delhi: Nabhi, 2005 (Reference)
As the cold war ended there was a conscious policy shift in Western countries—and, as a consequence, among international agencies—which was directed at supporting non-governmental organizations (NGOs) in the developing world. As a result, large amounts of foreign funds began to be granted to various NGO groups with the ostensible aim of encouraging pro-people development. This book contributes to the emerging debate, which is questioning the role of foreign funded NGOs. It maintains that focused NGO penetration into the country began in the 1980s, simultaneously with the growth of the authoritarian state. It contends that their subsequent activities in Sri Lanka have had a deep and visible impact on civic life: from restructuring the state, to de-mobilising the armed forces, to privatizing foreign relations, to controlling key segments of academia and media.

Public perceptions of security in India: Results of a National Survey. Chennai: Centre for Security Analysis, 2006 (Reference)
The term “Security” has traditionally been perceived and understood from a military perspective and even more so from that of the state. There is however a growing awareness of the need to view other and non-traditional dimensions of security which affect the lives of the citizens. This report presents first analysis in India specifically on public perceptions of security. This study was commenced towards the end of 2003 to interpret and understand the common man’s perceptions on various dimensions of security threats. The sample of the study had 2024 respondents drawn from 4 metros and nine mini metros across four geographic zones and were further categorized by gender (two categories), income levels (four categories), and socio-economic classifications (four categories).. This analysis made its clear that the security of the state and the security of its citizens are inseparable. It indicates that neglecting either would be unacceptable.
